The Baccalaureate Leadership Council (BLC) for community and technical colleges in Washington State exists to support the work of the Instruction Commission, on matters relating to baccalaureate policy, procedures, and promotion. The BLC works collaboratively with statewide commissions, councils and groups, including Centers of Excellence, Intercollege Relations Commission, Articulation and Transfer Council, Council of Basic Skills, the Workforce Education Council, Library Leadership Council, and the Joint Transfer Council.
Members of the BLC include baccalaureate degree program leaders from Washington state's public community and technical colleges, as well as liaisons from related commissions and councils. The BLC reports to the Instruction Commission (IC).
The BLC meets quarterly (fall, winter and spring) at one of the community or technical colleges.
