Program Description
The Benefits Navigation Program connects students at Washington’s community or technical colleges with basic needs resources. The program was established in 2023 by Second Substitute House BIll 1559, which requires all community and technical colleges to implement a Benefits Navigator position and to develop a Hunger-Free & Basic Needs Strategic Plan.
Benefits Navigator
A Benefits Navigator is stationed at each of the 34 WA community and technical colleges. Benefits Navigators are a single point of contact for students to access resources such as public benefits (working connections childcare, basic food enrollment), emergency assistance grants, housing supports, and Basic Food Employment and Training. The Benefits Navigator’s duties are not to be divided between two or more staff.
Hunger-Free and Basic Needs Strategic Campus Plan
Second Substitute House BIll 1559 required 34 WA community and technical colleges to develop a Hunger-Free & Basic Needs Strategic Plan by April 2024. The intent of these strategic plans is to formulate a plan of action that has significant impacts on the lives of students. Plans must:
- Address student food insecurity, housing instability, and other basic needs, so students are able to stay focused on their education and achieve their full potential.
- Have a comprehensive and holistic approach, including utilization of a variety of strategies to meet the unique needs of diverse student populations.
- Define and support partnership building with community organizations, increased resources and support services, and a campus-wide culture of caring, to ensure college students have access to supports that meet their most basic needs while they are engaged in class.
