Adult Basic Education / EL Civics Grant for 2014-19

The 2014-2019 Competitive Grant Application will open on Tuesday, March 4, 2014 and close Tuesday, April 15, 2014. The application must be completed by April 15, 2014 at 11:55 p.m. local time in Washington State. In order to access the application, interested organizations must submit a letter of intent, see below timeline.

The Washington State Board for Community and Technical Colleges (SBCTC) is the agency authorized by state law to administer adult basic education. In March 2014, SBCTC will release an application for federal funds to provide Adult Basic Education services starting July 1, 2014 through June 30, 2019. This is an open and competitive process.

Proposals will be reviewed and scored by teams composed of innovative ABE leaders from across the nation and SBCTC staff.

Applications must be submitted through the SBCTC Online Grants Management System (OGMS), which applicants will receive access to after the Letters of Intent have been reviewed.

  • Q&A for RFA begins - March 4, 2014
  • Bidder Conference was March 10, 2014

  • Preliminarily approved organizations must enter budget applications - May 7, 2014

  • ABE Master & EL Civics Application modifications must be returned by - May 14, 2014

ABE Leadership Block Grants

To ensure that all funded providers attend required trainings (CASAS, NRS, DPI, WABERS+) and work on continuous program improvements, the ABE Leadership Block Grant was established. Projects for Leadership Block Grants are centered around the following:

  • Increasing Progression: Moving students further and faster through the continuum of basic skills and knowledge.
  • Improving Transitions: Moving more students into college level training, ready and able to attain Tipping Point levels of skill and knowledge.
  • Engaging Communities: Outreach efforts to communities and potential students to increase engagement in and support for adult basic education.
  • Innovation: That moves students further and faster along their educational pathway.
